Following the Covid-19 health crisis, the Sacem Board of Directors adopted an emergency response plan on March 26, 2020 to assist and accompany you.
As the health crisis is still ongoing, the Board of Director has decided on last November 26 an extend of this emergency plan for 2021.
The emergency response plan consists of a rescue fund, exceptional royalty advances and increased support for the programme to assist publishers.

RESCUE FUND
The Rescue Fund set up to meet the needs of those of you who are in difficult situations is extended in 2021.
Personal circumstances are very different from one member to another. Thus, in order to respond to each situation, non-recoupable financial reliefs of €300, €600, €900, €1500, €3000 or €5000 are being set up.
Each request will be analysed by the Comité du Cœur des Sociétaires de la Sacem and, within the member relations department, by the social affairs department. You will be asked to provide supporting documents that explain your personal situation.
This exceptional rescue fund is open until the end of the year 2021.
If you received assistance in 2020, you have the option to reapply for 2021.

EXCEPTIONAL ROYALTY ADVANCES
The programme of exceptional royalty advances is extended for 2021.
These advances can be reimbursed from January 2023, with instalments spread out over 5 years.
Procedure
You can make a request for a reimbursable advance if you generated at least €2,700 in royalties over 2020 (net amount distributed). The advance is then calculated as 10% of the average of your royalties over the last three years.
For members who have also reached this threshold in 2019 and who have not yet made a request, Sacem will retain the most favorable reference year (2019 or 2020). If you already got an advance in 2020, you can't get a new one in 2021.
If you have reached a net distributed rights threshold of €12,000 in 2020, the advance is automatically increased to 20% of the average of your rights over the past 3 years, less any first advance already granted in 2020.
After the examination of your application, the advance will be automatically paid to you.
For example: You generated €9,000 in royalties in 2020, €10,000 in royalties in 2019 and €8,000 in 2018. The annual average of your royalties over these three years amounts to €9,000 (27 000 € / 3 years = 9 000 €). The advance that will be paid out will amount to 10% of this average, or €900. You will not begin to make reimbursement payments until January 2023, meaning there will not be any deductions over the years 2021and 2022. Reimbursement will be spread out over 5 years via automatic deduction from your royalty allocations.

AID FOR PUBLISHERS
The aid programme for publishers is getting additional funding of €2 million in 2021. This aid programme for publishers’ development, managed by Sacem’s Action Culturelle group, is intended to accompany you during the crisis period and help you relaunch your business.
