COVID-19: emergency measures plan for Sacem members extended to 2021

Due to the Covid-19 health crisis, the Sacem Board of Directors adopted an emergency response plan on March 26 to help and support you. Faced with the protracted health crisis, the Board of Directors decided on November 26 to renew this emergency measures plan for 2021.

The emergency measures plan includes a relief fund, exceptional advances of royalties and strengthening of the publishing development aid programme.


The relief fund set up to meet the needs of those among you who are in difficult situations will be renewed in 2021.

To respond to the diverse range of situations, several levels of non-repayable emergency aid have been established: €300, €600, €900, €1,500, €3,000 and €5,000.

Each request will be subject to an analysis by the SACEM Members' Heart Committee and, within the Member Relations Department, by the Social Affairs Department. You will be asked to provide supporting documents to describe your personal situation.

If you received aid in 2020, you will have the option to re-apply for 2021.

You will be able to submit your requests from 4 January 2021. This exceptional relief fund will be available until the end of 2021.


The exceptional advance scheme will be renewed and extended for 2021.

These advances will be repayable from January 2023, with repayments spread over 5 years.

You can request a repayable advance if you generated at least 2,700 euros in royalties in 2020 (net distributed amount). The advance will then be calculated by taking into account 10% of the average of your royalties over the last three years. For members who have also reached this threshold in 2019 and who have not yet requested an advance, Sacem will use the most favourable reference year (2019 or 2020). If you have already obtained an advance in 2020, you will not be eligible for a new advance in 2021.

In addition, if you have reached a threshold of net royalties distributed of 12,000 euros in 2020, the advance will automatically be increased to 20% of the average of your royalties over the last 3 years, less any first advance already granted in 2020.

After your file has been examined, you will be paid the advance automatically.

You will be able to submit your requests from 4 January 2021. This system will be open until December 2021.


The aid programme for publishers will have an additional envelope of two million euros for 2021. The aim of this publishing development aid programme, run by the Sacem Cultural Action department, is to support you during the crisis and help you resume your activities.

The aid programme has two components:

  • Aid for publishing development - Contemporary Classical Music
  • Aid for publishing development - Modern Music
